• NAFJC-891 Fix issue with attachments are not sent on issue created event

• NAFJC-1050 Fix empty comment issue if 'Send one email to all recipients' selected, and comment is limited to a group

• NAFJC-1068 Increase RDS memory and implement RDS proxy to avoid too many connections issue.
