Jira has a concept of allowing a user to configure when they get notified:
There is no way for an app like Notification Assistant for Jira Cloud to find out how a user has configured this setting. Because this is disabled by default, and the majority of users do not enable it, we have opted to not notify users of changes they make to an issue.
We will re-evaluate this decision in the future if access to this configuration option changes.
Known scenarios where this is problematic are:
We can’t notify the reporter of a JSM issue that a ticket has been opened.
